Dr Nurlan K Omurov is a statesman and higher education expert with more than two decades of senior leadership experience in education policy, institutional reform, and international development. He has twice served as Deputy Minister of Education and Science of the Kyrgyz Republic and currently coordinates the development of research and innovation systems across the country's university network under the World Bank’s Higher Education Quality and Innovation Programme.
Throughout his career, Dr Omurov has led major structural reforms in higher education and coordinated several European Union Erasmus+ capacity-building projects. He has worked extensively with leading international development partners, including the World Bank, the European Union, and the Asian Development Bank. His executive experience includes serving as Director of the World Bank Project Coordination Unit, Rector of the Kyrgyz-German Institute of Applied Informatics, and Vice Rector for Academic Affairs.
During the COVID-19 pandemic, Dr Omurov led the development and implementation of the Kyrgyz Republic’s National Anti-Crisis Education Plan. Under his leadership, the country introduced unified digital platforms for student admissions and advanced legislative reforms that consolidated the legal framework governing education and science.
Dr Omurov holds a PhD in Education Science and completed his doctoral research at the University of Santiago de Compostela, Spain. He has been awarded the title of Excellent Worker of Education of the Kyrgyz Republic and has received prestigious international research and leadership fellowships, including those from the German Academic Exchange Service (DAAD), the Spanish Agency for International Development Cooperation (MAEC-AECID), and the International Visitor Leadership Programme of the US Department of State.
